The Research Facilities Act Program funds the construction, renovation, modernization, acquisition, and related equipment and site work for agricultural research facilities that support research, training, extension, and teaching in food and agricultural sciences. Eligible applicants include land-grant institutions, state agricultural experiment stations, veterinary medicine schools or experiment stations doing animal health research, Hispanic-serving agricultural colleges and universities, non-land-grant colleges of agriculture, insular area institutions, McIntire-Stennis eligible institutions, and other entities eligible for capacity and infrastructure funds. Awards range from $100,000 to $30,000,000, with an expected 35 to 40 awards and a project period of 12 to 48 months. Applicants must provide at least a 1:1 cash match from non-Federal sources, and in-kind matching is not allowed except that matching funds under $200,000 are waived for certain insular areas. Applications are not limited to one building or site, but proposed projects must be complementary to existing facilities and serve national or multistate needs.

The RFAP is listed in the Assistance Listings under number 10.246. RFAP is designed to provide financial assistance to qualifying institutions for the construction, alteration, acquisition, modernization, renovation, or remodeling of agricultural research facilities to conduct research in the fields of food and agricultural sciences (as defined in 7 U.S.C. 3103 , see Appendix III for definition).
