The program funds National Dislocated Worker Grants, including Disaster Recovery grants that provide temporary disaster-relief jobs and employment and training services, and Employment Recovery grants that expand services after qualifying layoffs or other dislocation events. Eligible applicants for Disaster Recovery grants include state workforce agencies that administer WIOA formula funds, outlying areas, and Indian tribal governments. For opioid-related Disaster Recovery grants, DOL says it will only consider one grant per eligible applicant at a time, will accept applications only in the fourth quarter of the fiscal year, and will prioritize applicants with demonstrated need that have not previously received an opioid-related grant or do not already have one active. The guidance also says total administrative costs are limited to 10 percent of the total grant award, with rare exceptions.
