The Harbor Assistance Program helps harbor communities along the Great Lakes and Mississippi River maintain and improve waterborne commerce. It funds port projects such as dock reconstruction, mooring structure replacement, dredging, and facilities to hold dredged material. Eligible projects must benefit cargo transfer, ship building, commercial fishing, or regular ferry service.
