This program funds fundamental basic and applied research, educational programs, and related efforts to counter chemical, biological, radiological, nuclear, and high-yield explosive threats. It is open to accredited colleges and universities, industrial and commercial entities including small businesses, not-for-profit research organizations, and foreign government laboratories, though some published topics may require university participation.
